Airport Authority |
|
The Airport Authority operates the Abraham Lincoln Capital Airport.
It makes policies, approves expenditures, provides budgetary
oversight, applies for grants and the oversees the month-to-month
operations of the airport.
The
Springfield Airport Authority has a Board of Commissioners which
consists of seven members appointed to staggered five-year terms.
Four are appointed by the Mayor of Springfield and three by the
Chairman of the Sangamon County Board. |

Bicycle Advisory Council |
|
The Bicycle Advisory Council
consists of nine members appointed by the Mayor. Membership is
voluntary and members do not receive any compensation for their
services. Springfield city residency is required of each
member. The council advises the mayor on bicycle issues, analyzing
routing, operation and safety of utilizing bicycles for
transportation purposes. It evaluates and makes recommendations
for the development of a master plan for bicycling (on-street and
off-street paths and lanes; signing shared roadways; bicycle racks;
signage and signalization). It develops education and public
outreach programs on bicycle issues.
The council works with the city to develop strategies that
help make routes safer for children to bicycle to school and
increase the number of children who choose to bicycle. It
assists the city in the development of bicycle infrastructure within
the community, and identifies grants and other funding sources which may
be available in connection with carrying out its duties. |

Building Code Board of
Appeals |
|
Board consisting of five members who are qualified by experience and training to pass upon
matters pertaining to building construction. Members shall be
appointed by the mayor with the consent of the City Council. |

Civil Service Commission |
|
The Springfield civil service system is administered by the Civil
Service Commission pursuant to city code and state statute. The
duties of commissioners include determining the application
requirements and overseeing the testing process for entry level and
promotional examinations for the Police and Fire Departments,
reviewing and approving background investigations and psychological
testing for entry level police officers and fire fighters, reviewing
protests by fire and police entry level and promotional candidates
regarding the testing process, amending existing civil service rules
and adopting new civil service rules within its jurisdiction, and
conducting disciplinary hearings involving employee suspension or
termination.
It is a seven member board with three-year
terms appointed by the Mayor with the advice and consent of the city council.
No more than four can belong to one political party. |

Community Relations
Commission |
The commission
functions in a field involving the relationship of all
groups, ethnic, religious, and otherwise, in which
differences or problems may arise, to foster a spirit of
community harmony by promoting deeper sympathy and mutual
trust toward each other, to obtain a better understanding of
the ideas of each other, and to promulgate a spirit of
brotherhood among all the people of the community.
The commission initiates investigations in the field of human
relations which are the subject matter of any ordinance
of the city or statute of the State of Illinois or of the
United States. In performing this function, the commission
cooperates with any other appropriate governmental
agencies.
It consists of eleven board members serving
three-year terms and not more than two successive terms who are appointed by
the mayor with the advice and consent of the city council. |

Cool Cities Advisory Council |
|
The council will study and develop a local climate action plan. The plan would include a
variety of initiatives aimed toward reducing carbon emissions and improving energy conservation.
The council will work to develop a solutions plan that can reduce emissions while lowering energy
costs for our community. That can include such things as expanding Green Vehicle Fleets,
improving Energy Efficiency, and developing Renewable Energy solutions. These solutions will be
used to form the foundation of our community’s comprehensive energy-saving plan.
The Council will also study and work to develop a mechanism to monitor the progress being
made toward these climatological goals.
Cool Cities is a volunteer collaboration between community members, organizations,
businesses, and local leaders to implement clean energy solutions that save money, create jobs, and
help curb global warming. |

Deferred Compensation
Committee
|
The
purpose of the Deferred Compensation Committee is to adopt rules and regulations for the
administration of the city's deferred compensation plan,
provided they are not inconsistent with provisions of the
plan or section 457 of the Internal Revenue Code or
regulations promulgated by the U.S. Department of Treasury
to implement section 457.
The committee consists of
five members as follows: four members appointed by the mayor; and
the director of human resources. With the exception of the director
the persons so appointed shall serve at the pleasure of the Mayor.

Disabilities Commission |
The Springfield
Disabilities Commission educates the public as to the
concerns of the disabled, holds hearings on those concerns
and prepare reports thereon; monitors the accessibility status
of public facilities and private facilities used by the
public and recommend ways that accessibility for the
disabled can be improved; advocates for increased
opportunities for the disabled in the areas of education,
employment, health, housing, transportation, recreation and
social and cultural programs through legislative, financial
and other appropriate means; assists emergency response
agencies in identifying the location of disabled persons in
the city; works for the prevention of
disabling conditions; and acts as a liaison to other
organizations working with disabled persons and encourage
cooperation among them.
The commission consist of a 10
member board with four year terms to be appointed by the mayor with the
advice and consent of the city council. |

Electrical Commission |
The electrical commission is responsible for
reviewing applications for electrical licenses and electrical
contractor registrations, to examine applicants to determine
their qualifications, to issue electrical licenses and
electrical contractor registrations and to revoke the same
after hearings as provided herein, and to act as an appeal
board.
The commission consists of a seven
member board with five-year terms, appointed by the Mayor with the
advice and consent of the city council: one registered professional
engineer, one electrical license holder who is also an electrical
contractor, one journeyman electrician, one representative of Public
Utilities, one member of the Home Builders Association, and two
members from the general public having no financial interest in the
electrical industry in the City. |

Fire Pension Fund
Board of Trustees |
|
The Fire Pension Fund Board is responsible for administering the
fire pension funds. It consists of two active
firefighters (elected by the active firefighters), one
retired firefighter (elected under the Firemen's Pension Fund Act of
1919), and two appointed members. The mayor appoints the two members.

Foreign Fire Insurance Board |
The Foreign Fire Insurance Board has the authority to approve
the expenditure of monies from the foreign fire insurance fund for the maintenance,
use and benefit of the department.
The board consists of five
members who serve two year terms. |

Historic Sites Commission
The Historic Sites Commission conducts surveys and maintains an
inventory of Springfield buildings, places, or areas for the
purpose of identifying those sites of historical
significance; maintains a registry of landmarks
and historic districts which have been designated for
preservation under this
chapter: this registry includes the information
required for each designation and appropriate maps; recommends that the city council
designate by ordinance landmarks and historic districts
lying within the corporate limits of the city; establishes specific design
standards for proposed construction involving a designated
landmark or a property within an historic district; and performs
functions which will foster the marking and maintenance of
designated property and improvements in order to enable the
public to view such site and areas with convenience and in
appropriate surroundings.
It
consists of a
15 member board with
three-year term; appointed by the Executive Assistant to the Mayor;
one member should be an active member of the historic society, one
member should be an Illinois registered architect, one member should
be an architectural historian, one member should be a registered
realtor or broker, one member should be a staff person of e
member should be an attorney, and nine other members are selected
from the general public. |

Homeless Advisory Committee |
|
Advise the Director of the Office of
Planning and Economic Development how funds voluntarily donated
through the CWLP “Round Up” program should be distributed. CWLP
customers can volunteer to have their bills rounded up to the
nearest dollar each month. These donations are to be distributed and
used by programs that help ease homelessness in Springfield. 7
members. |

International Visitors Commission |
The International
Visitors Commission ensures that international
visitors to the Capital of Illinois and the home of
President Abraham
Lincoln shall be properly, courteously, and hospitably
received, and to coordinate, when appropriate, the
activities of such international visitors to accomplish
these purposes.
The commission consists of a 25
member board with three-year terms, appointed by the Mayor with the
advice and consent of the city council.

Lincoln Library Board
of Directors |
The
board of trustees of Lincoln Library acts in an advisory
capacity to the City on matters regarding the city's main
library and its branches.
The nine
member board consists of individuals who serve three-year term; appointed by the Mayor with the
advice and consent of the city council. |

Liquor Control Commission |
The Liquor Control Commission
reviews questions and issues raised regarding liquor
establishments as are appropriate and necessary.
The commission consists of three Deputy Liquor
Control Commissioners appointed by the Liquor Control
Commissioner, the Mayor. |

Mechanical Commission |
The mechanical Commission acts as an appeal board and
reviews applications for mechanical licenses and mechanical
contractor registrations, evaluates applicants to
determine their qualifications, issues mechanical licenses
and mechanical contractor registrations, and may revoke
licenses after appropriate hearings.
The commission consists of a five
member board with five-year terms appointed by the Mayor with the
advice and consent of the city council; one registered professional
engineer, one member of the general public with no financial
interest in mechanical industry, and three current holders of a
mechanical. |

Medical District Commission
|
|
The
Mid-Illinois Medical District's maintains the
proper surrounding for a medical center and a related
technology center and provides for the orderly creation,
maintenance, development, and expansion of health care
facilities and medical research / high technology parks.
The
Medical District Commission consists of the eleven
members: six members appointed by the Governor, with the
advice and consent of the Senate: four members appointed by
the Mayor of Springfield, with the advice and consent of the
City Council; and one member appointed by the Chairperson of
the County Board of Sangamon County.

Motor Vehicle Traffic Board |
The motor vehicle traffic board operates and maintains, including
setting and expanding the motor vehicle parking system of
the city as such system is defined in the 1966 Motor Vehicle
Parking System Revenue Bond Ordinance, to the end that the motor vehicle
parking system will be effectively and efficiently
maintained, adequate motor vehicle parking will be provided
within the corporate limits of the city, and all covenants
and obligations of the city under the 1966 Motor Vehicle
Parking System Revenue Bond Ordinance, and any other similar
ordinances thereinafter enacted, are performed.
The board consist of five members with
three-year terms; appointed by the Mayor with advice and consent of
the Council, with consideration given to qualified persons in
business and in the professions. |

Municipal Band Commission |
The Municipal Band
Commission oversees the performance of the Springfield
Municipal Band, and the maintenance and upkeep of instruments and equipment used
by band members.

Planning and Zoning
Commission |
The
Planning and Zoning Commission provides oversite related to
the physical development of the community. The commission
reviews modifications and changes to the city's
comprehensive plan and works toward the orderly growth of
Springfield.
The commission consists of an 11 member
board with four-year terms, appointed by the Mayor with the advice
and consent of the city council. |

Plumbing Commission |

The
Commission consists of a five
member board with five-year terms; appointed by the Mayor with the
consent of the city council; one registered professional engineer,
one member representing plumbing trades, one registered plumbing
contractor, one member of general public with no financial interest
in electrical/plumbing industry, and one member of the Home Building
Association. |

Police Community Review
Commission |
The PCRC receives sworn complaints of
perceived police misconduct, holds executive meetings or
public hearings where necessary, issues recommendations and makes reports to the
city council, mayor and chief of
police as is appropriate for each complaint.
The commission consists of seven
members for staggered terms of two years. (Four members served an
initial three-year term to facilitate the practice of staggered
terms. The three year term members shall be designated by lottery.
Subsequently, those four or the remaining three positions shall be
filled every other year.) Members may serve no more than two
consecutive terms. |

Police Pension
Fund |
|
The Police Pension Board
is responsible for administering the police pension funds.
It is a five member board with two-year terms: two appointed by the
Mayor, two elected by the active police personnel, and one elected
by the pensioners. |

Regional Planning Commission |
|
The Springfield-Sangamon County Regional Planning Commission serves
as the joint planning body for the City of Springfield and Sangamon
County. The Planning Commission also works with other public and
semi-public agencies throughout the area to promote orderly growth
and redevelopment.
Through its
professional staff, the Planning Commission provides overall
planning services related to land use, housing, recreation,
transportation, economics, environment, and special projects. The
agency prepares area wide planning documents and assists the county,
cities, and villages, as well as special districts, with planning
activities. The staff reviews all proposed subdivisions and makes
recommendations on all county zoning and variance requests.
The Commission has 17 members including representatives from the
Sangamon County Board, Springfield City Council, special units of
government, and 6 citizens from the city appointed by the mayor and
6 appointed by the county. |

(R/UDAT) Followup Committee |
|
The Regional/Urban Design Assistance
Team
(R/UDAT)
follow-up committee works to identify opportunities and resources
which are useful in implementing recommendations by the original
R/UDAT Team. The team was sponsored by The American Institute
of Architects that studied the inner city and developed
recommendations for an orderly development of properties and
infrastructure to better serve Springfield businesses and residents.
The followup
committee consists of eight members who are appointed by the mayor. |

Senior Citizen Commission |
The Springfield
Senior Citizens Commission coordinates the activities
of private and public groups involving t
individuals 62 years of age and older. The Commission
oversees and provides for the maintenance of the Senior
Center Center. It also works to provide community and individual
activities stimulating and maintaining the interests of
senior citizens, public and private
services maintaining and improving the health and welfare of
senior citizens, and the dissemination of
information concerning the interests, problems and affairs
of senior citizens.
The commission consists of a 21
member board with three-year terms, appointed by the Mayor with
special consideration given to those with interests and knowledge of
people of age 62 and over. |

Springfield Housing
Authority |
|
The Board of
Commissioners oversees the operations of the Springfield Housing
Authority, which is the primary leader in providing quality
affordable housing to individuals and families, while encouraging
partnerships necessary for residents to develop self-sufficiency and
to be productive members of the community.
Each member
of The Springfield Housing Authority Board of Commissioners serve
revolving 5-year terms and is appointed by the Mayor. Each
year, one five Commissioner's terms expires.

Veterans
Advisory Council |
|
The veterans advisory council shall advise the mayor on issues
pertaining to veterans.
Veterans advisory council which shall be subordinate to the office
of the mayor. Council shall consist of at least three but not more
than ten members appointed by the mayor. Membership shall be
voluntary and members of the council shall not receive any
compensation for their services. Members will serve a two year term,
with a limit of three terms. Due November 11 of odd numbered years. |

Waste and Recycling
Commission |
|
The Springfield
Waste and Recycling Commission is responsible for reviewing and
reporting on the effectiveness of the City of Springfield's waste
and recycling program. This report along with any recommendations is
due to the mayor by April 1, 2009. Upon issuance of this report, the
commission will dissolve. The Commission consists of nine members
appointed by the mayor with the advice and consent of the city
council. Of those nine, three are representatives of neighborhood
associations, two are representatives of licensed waste haulers, two
are aldermen, one shall be a representative from a landlord
association, and one shall be a public member. Initial appointments
shall be made by December 1, 2008.
