Residential Rehabilitation Program
Enos Park Neighborhood TIF
Tax Increment Financing District


The Enos Park Tax Increment Financing District (TIF) Rehabilitation Program provides assistance to individuals or groups wanting to rehabilitate residential property located within the Enos Park Tax Increment Financing.  Assistance is in the form of a rehabilitation grant and will be paid from the Enos Park TIF fund. Interior and Exterior renovations are encouraged for properties located within the Enos Park TIF.  To be eligible, pre-approval from the Springfield Office of Planning and Economic Development (“OPED”), a signed legal agreement and City Council approval are necessary before any work may be started.

Contingencies

  • All projects must be located within the Enos Park TIF Redevelopment boundaries to be eligible for any TIF assistance. (See map

  • All projects must be pre-approved and an Assistance Letter issued by OPED.

  • All projects require that a legal agreement is executed between the property owner and the City of Springfield.

  • All projects must be approved by the Springfield City Council.  Work must not begin prior to City Council approval.

  • All requirements of the Application Process must be satisfied.

Available Assistance

Interior and Exterior Rehabilitation Program 

With TIF funds, OPED will assist each project with 60%, or a maximum of $42,000.00, whichever is less, for all rehabilitation project costs.  Reimbursements are for TIF-eligible expenses only. Please see “Eligible Expenses. *Eligible expenses will be at the discretion of OPED and state prevailing wage must be paid for all construction. Proof of prevailing wage must be documented by the property owner and kept on file for five years. 

Generally speaking, eligible expenses include:

  • Architectural fees

  • Painting

  • Tuck pointing

  • Trim

  • Permanent windows

  • Permanent doors

  • Siding

  • Roofing

  • Garage Rehabilitation

  • Flooring

  • HVAC

  • Demolition Removal

Application Process

Property owners may apply to OPED by submitting the following items:

  • Owner Contact Information

  • A brief narrative letter explaining the work to be undertaken

  • In accordance with City Code Chapter 38, proof of Competitive Sealed Bids for the project, complying with the Prevailing Wage Act.

  • State prevailing wage must be paid and documented for all work 

  • Financing Information (credit letter from a bank)

  • A current exterior and/or interior photograph of the home as it presently appears

  • If seeking Architectural Assistance, blue prints and a colored architectural rendering of how the property will appear after the rehabilitation project is completed

  • A proposed work schedule including start and completion dates    

  • Documented proof of ownership (current titlework, closing statement or deed)

  • Copy of Ownership Agreement (LLC)

  • Tax ID Number

  • FEIN and/or Social Security Number

  • All work must comply with all city codes

Approval and Reimbursement Process

Once the application/project is approved, OPED will issue an Assistance Letter detailing the offer of assistance. The owner must accept the offer in writing.  A legal agreement will then be prepared for the owner’s signature.  An ordinance will be submitted for City Council approval. If City Council approves the assistance, the owner will be notified to begin work on the project.   After completion of the project, all invoices and lien wavers or paid receipts (separated by exterior and garage work) will be submitted along with a current photograph to OPED.  After review of Certified Payroll by the TIF Administrator and all documents are verified and approved by OPED, the City will reimburse the property owner as specified by the agreement.  No monies will be paid up front.

Disclaimers

Any Enos Park TIF project requires that all costs for labor shall be paid current state prevailing wage rates and no labor costs shall be reimbursed by the City unless the developer pays and documents such fact.
