Land/Subdivision
Committee
The
Land / Subdivision Committee reviews and makes recommendations
on all preliminary and final plats, location and sketchmaps,
minor subdivisions, site development plans and subdivision variances.
The purpose
of the location and sketchmaps is to determine the suitability
of the site for subdividing and subsequent development. Suitability
shall be measured by conformance with the comprehensive plan,
effect on natural resources and natural systems, ability to
provide adequate essential services to the site and conformance
with the goals established in the City of Springfield's Subdivision
Ordinance.
A preliminary
plan is intended to provide a detailed layout of the proposed
subdivision showing the location of public improvements, lots,
drainage, and open space areas.
A final
plat is intended to provide accurate location of lots, monuments,
and property dedicated for public use.
A minor
subdivision is the creation of a total of up to three (3) lots
(counting the original tract from which the lots are created)
that front along a public road from which access is permitted.
The minor subdivision is designed to allow an abbreviated approval
process for lots having minor impact on the area.
A site development
plan is intended to provide a detailed layout of buildings,
utilities, other improvements and construction details to ensure
that the City's public health and safety standards and subdivision
and zoning requirements are met. A site development plan is
required when shared access easements are being used, when the
development is a large-scale development, or in other instances
determined by the Springfield-Sangamon
County Regional Planning Commission.

Large-Scale
Development Committee
For a Large-Scale
Development, a committee has also been established to review
and approve those developments that consist of multiple uses
on a single parcel.
A Large
Scale Development is a form of land subdivision that involves
development of any residential, office, commercial, industrial
or mobile home development that proposes to contain more than
one principal building on more than one-half acre. For jurisdictional
purposes, property located within the corporate limits of the
City of Springfield shall be subject to requirements of the
City Zoning Ordinance.
