The City of Springfield works to acquire services and commodities in the most cost effective, efficient and impartial manner. Our process is outlined within our Purchasing guidelines. Goods, services, and construction are generally obtained through a bid or proposal solicitation process to offer the opportunity for equitable participation by businesses.

The Municipal Center is open from 8:00 am - 4:30 pm. Bids may be hand delivered or mailed by USPS, Fed Ex or Courier to:

In accordance with the instructions on page 4 of the bid/proposal booklet(s).

In addition, bid openings take place every Thursday at 2:00 pm in the City Council Chambers in Municipal Center West on the 3rd Floor and are open to the public. RFP openings take place in Room 200 every Thursday at 3:00 p.m. and are also open to the public.

   Project Labor Agreements

For all public works projects estimated in excess of $50,000 where public funds will be expended, the City of Springfield shall require a project labor agreement unless it has been determined that a project labor agreement would not advance the City's interests of cost, efficiency, quality, safety, timeliness, business, or businesses utilizing minority and female workers. The terms of any project labor agreement shall not exceed the economic standards established by the Illinois Prevailing Wage Act, as from time to time amended, nor contain any requirement of union membership of any contractor's employees or fair share payments by contractor's employees.
